The Index of Individual Effectiveness
In knowledge based economy, individual knowledge workers wants to experience work meaning. Individual effectiveness (”the what Goals” is evaluated measured on the basis of goal achievements in five areas of (5) Personal Goals, Career Goals, Community Goals, Professional Goals and organisational Goals. Because of uncertainty in Growth and Effectiveness achievement, individual knowledge workers will adopt either a Promotional Control Strategy or Preventive Control Strategy when approaching gain and avoiding losses or pains due to non-achievement of Individual Effectiveness.

The Review Team ratings against each of the core evaluation criteria are provided below, on a summary scale of the five levels of development are:
1 - Embryonic: almost absent at this time or shows a very basic level of development.
2 - Developing: present but in a rudimentary stage of development.
3 - Moderately developed: developing but there is a major need for further strengthening
4 - Well developed: high level but there are still some significant opportunities for strengthening
5 - Highly developed: reflects best practice, maximum level of development.
